This is an unusually attractive kitchen skirt. I usually don't like kitchen/bathroom skirts because they look very cheap. 

If you have room in your foyer, I highly recommend enclosed storage for your coats, winter paraphernalia, shoes, limited sports equipment. Looks so much better than the open "hooks on the wall and baskets" system.
